Milton Steven Owor is the chief people and culture officer at the National Social Security Fund (NSSF) Uganda, a role he has held since February 2017.
He has over three decades of HR leadership experience across leading multinationals, including General Electric (GE), Royal Dutch Shell, British American Tobacco (BAT), and Vivo Energy. At GE Africa, he served as regional HR director and later as organisation & talent development leader, driving HR strategies across multiple business divisions.
Previously, Milton led HR functions at Shell and Vivo Energy, overseeing Shell’s divestiture to Vivo and embedding a high-performance culture across Anglophone Africa.
His earlier career at BAT saw him rise from management trainee in Uganda to head of HR for multiple African regions, strengthening leadership pipelines and driving organisational change.
He sits on the boards of Uganda Clays and Great Lions.
